It's supposed to be the top knockout competition in England. It doesn't work without the top teams so of course those teams withdrawing isn't something that The FA would want especially for the sake of replays. It's the EFL trophy without those sides. It's not the done thing in any other competition and people never ask for it in any other competition. Everyone will get used to it and it won't be seen as a big deal.
