As in, the majority of those who light 'ilegal' flares during matches now will still smuggle them in and use them in the stands instead of "designated areas" because I think it's more about the act of doing something illegal/rebelious that appeals to them as opposed to the act of lighting a smoke bomb for the sake of better atmosphere haha.
