League One and Two Salary Cap Proposals

League One and League Two clubs would have to operate under squad salary caps, according to proposals put forward by the English Football League.

Third-tier sides would be given a £2.5m ceiling for salaries, while the sum would be £1.25m for the fourth tier.

The plan, as reported in the Telegraph newspaper , would also see clubs given automatic points deductions if players are not paid on time.

The EFL hopes to have the cap in place for the 2020-21 season.

It's a step in the right direction but it does seem silly capping the lower leagues and not the top 2 leagues where wages are astonishingly high in some cases.

Puts an onus on scouting and developing younger talent in League One and Two though so I'm definitely not against it.

How many of the clubs in those divisions would actually be able to have eight 'homegrown' players? I imagine a lot of those clubs will have basically ditched youth development as a cost saving.

We have 'homegrown' players currently and we have some in our reserves but I don't think we'd be able to have eight homegrown players who would all be good enough to play a role within the team.

Perhaps at least phasing it in over a longer period of time would be better then, working up to eight over a period of 3-5 years?

Absolutely. We have 3 in the first team squad at the moment which isn't too bad and there are a couple, maybe more, in the reserves who could make the step up within the next season or two so to slowly build it up would be a good move.

How many substitutes are currently allowed in League 1 and 2? Almost everywhere seems to allow seven substitutes (apart from Serie A allowing 12 for some ridiculous reason), but if there are only 20 senior professionals surely it would be better to have only five and limit a match day squad to only 16.

Pretty sure it's 7 as well.
