Theres a few all non league ties so will be at least 3 in the third round.  I do wonder for those year only it may be a good idea to have some kind of seeding to help non league clubs out.

According to experience a seeding list helps out the big clubs the most, as they can't face each other.

It's done in Germany isn't it? It may help out clubs with a big pay day though?

In Germany the DFB-Pokal clubs from 3.Liga or lower tiers can't play each other in the first three round, so there's a kind of seeding, yes. There is a difference  to FA-Cupthat's not to be overlooked, though. In DFB-Pokal said teams always play at home which actually levels the advantage the top tier clubs have a little. As for the big pay day, both clubs playing a match earn the same money in Germany, so the big pay day only for big clubs is only possible if they don't play in these seeded matches.
