Not exactly, KERS relies on recovering kinetic energy under breaking, whereas push-to-pass is simply a system that gives an extra turbocharger boost of about 50HP, each driver has 200 seconds of it they can use during the race (at any point, not only overtaking). Palou had some issues during his pit stop, so that helped Grosjean a bit as there was only a second or so between them before both made their pitstops.
