No, but it was a silly sliding tackle to begin with. But his arm was stretched out, it touched the ball. As harsh as it is, the rules state it's a penalty. Both are kind of true, as there are 5 substitutions available but can only be made in three intervals, which Roma have done. So unless they make a sub at half time, they are out of substitutions.
