Why can't he quit a contract? People quit contracts all the time, if he quits he won't get paid, I think that is a normal consequence.

He can quit his contract, according to German law he had a 3months notice period, after which the transfer window would be closed, and received reduced unemployed benefits afterwards due to it being him, who quit the contract. That's the reason why he doesn't.
