It's because the club's refused them to go. If they'd have gone though, they'd have had to quarantine for 14 days I think and so wouldn't have been able to play anyway :what:

No idea why Richarlison is excluded.

Is it to do with Everton playing Monday, so if players return/are returning today, he's cleared to play?

No because it's from 10-14 Sept that they can't play, which is shit for whichever clubs are playing in the CL on Tuesday

The BBC report says

However, it is understood Brazil have not asked for Everton forward Richarlison to be prevented from featuring against Burnley on Monday. It is felt Brazil showed leniency in that specific case as Everton allowed Richarlison to play at the Olympic Games when the regulations did not force them to.

CBF being CBF. 

They really don't care about brazilian players and brazilian clubs, it's all about protecting the national team, since that is its most valuable asset. 

If I'm not wrong, other federations, such as the paraguayan and mexican, are going to follow CBF's steps.
