Lazio have lowered their asking price after realising the market hasn't really increased at the rate it was. Albeit their valuation is still mental.

Lazio have lowered their asking price for Chelsea target Sergej Milinkovic-Savic, reports Gazzetta dello Sport.

The Serie A side were initially seeking a fee of €150m for the Serbia international but would now accept a bid between €110m and €120m.

Lazio have not received an offer for Milinkovic-Savic yet, but Chelsea, Real Madrid, Paris Saint-Germain and Juventus have all contacted the player’s camp to register their interest.

Lazio have highlighted Barcelona’s Rafinha as a replacement for Milinkovic-Savic, should he leave this summer.

Yes - yes you are. 

First off, Milan can't afford him on their own. They'd have to be selling someone, or make some kind of exchange. The financial constraints on them at the moment can't allow them to purchase a player for this much money without selling some assets. 

Secondly, the article AMG is about how Lazio are looking forward to spending the money from selling him on the building on their new stadium. Now, if you look at all the numerous Serie A sources online, you'll see that the press is expecting AC to be in the running, but also with Inter, which would be interesting for sure. Inter Milan have more money, and higher assets likely on the move this summer (Icardi and Persic), so if it came down between between just the two Milan clubs, I'm not sure how he ends up with AC UNLESS Inter pull out or decide on looking at another target.
