I can't speak to whether there was 7 because of the bible. But that list was published in a book in 200BC by a Greek dude named Philo. This was the structures he deemed to be must see that were standing at the time he made the list. Some of them only stood for a short while and were quite new when he made the list, and many other great wonders had come and gone before or after his time, yet for some reason everybody knows his list from 200BC.
