It’s not even that. They’re on a different playing field from a skewed sponsorship point of view. And that effects everyone. Imagine bunging a Saudi company £25 million to sponsor your business. Then the other business negotiate with sponsors in the same bracket (tyres, telecoms, beer supplier) and the going rate is 4 times higher for City who don’t actually attract the commercial revenue of the other clubs. I don't think they look at these things in that much detail, I think they simply know that the Champions League will be better for having Manchester City and their excellent team in it than not. Punish them with the restrictions you have set in place to deter such activity, restrictions you would have no problem laying on a club like Leverkusen or Atalanta, but restrictions that would mildly diminish the prestige of the Champions league in coming seasons as one of the only 2 decent English clubs is cut from the competition. A team that's not a familiar face in the Champions League, for example. Like Atalanta. Imagine if they'd committed the same. They'd probably be slapped with a fine and a ban. Because UEFA can as they have that power. It doesn't set the right example that Man City have committed a wrongdoing (otherwise why would they be fined?) but have got away with a more serious punishment. It's double standards and sets a bad precedent. If you're one of the elite clubs that is financially mis-managed you know you can escape with a fine which will mean very little in the grand scheme of things (especially with a mega-rich club like Man City). So they essentially can't be prosecuted, because it's outside the statute of limitations? Cheat and do everything to cover your trail that is long enough for 5 years.
