You want a KGB/NKVD club, look up Dynamo Moscow. Granted, these days they don't have anything to do with state security apparatus either as the clubs have long been privatised; it is a thing of the past when the whole Dynamo society was created by and connected to the secret police and security services in respective former USSR countries. They could have postponed, but Sochi said no because of the fixture backup they already have. Rostov could have just not shown up, losing the default 3-0, but they already did that earlier this year due to an issue, , and the RPL rules states that 2 cancellation request will end in an automatic DQ (regulation). If Rostov could field an 11, which they could have even if it was kids, then the game should have been played.
