Don't know if it was exactly that at the end of the race but at the start of the race it was 30°C as reported by Pirelli/F1 and it seemed to have dropped a few degrees to 28°C a few laps into the race according to the race report (https://www.motorsportmagazine.com/opinion/f1/2019-british-grand-prix-race-report-hamilton-wins-secret-strategy). So I think it's safe to assume that it was around that at the end of the race as well, given that it was overcast and there were no significant weather changes...
