From what I read, The Venky's are having difficultly putting money in to there UK businesses due to a legislative change.

It’s a blow losing Phillips, he’s only just turned 18. But there’s others like Wharton who have just as much potential as Phillips. Time will tell whether we invest… eg in a striker.
