Where's it shown that? Not accelerating isn't braking and you can slow without accelerating through a corner. Again, he doesn't have to accelerate at that point. Otherwise, drivers need to be penalised for slowing down the field before restarts behind the safety cars..........

We'd need the telemetry. For me, he holds a constant speed without accelerating, that's not braking.
