Elevation changes, high speed nature of the track, a mix of long straights and challenging sweeping corners, many of them with little run off so precision is required as even the tiniest mistakes can lead to severe punishment, some hard braking zones. Highly unpredictable weather conditions too.
It's always been one of the most dangerous (and lethal) circuits; these days the safety has been improved immensely, but still bad accidents happen quite often. F2 driver lost his life there last year too.

In general, I agree that more talents moving up from F2 would be great. Some will not get a chance simply due to not being eligible for super license though. I believe Daruvala needs to finish 5th, Tsunoda 4th in order to qualify. Vips would be another good option but since Red Bull sent him to Super Formula instead of F2, there's virtually no chance for him to be considered for the Toro Rosso seat next season.
At least one of Shwartzman and Mick will make it to F1 next season, I reckon. A lot depends on what happens with Haas.
