How Much Input Do Managers Have on Transfers?

So how much say to managers get in player recruitment in now days?Obviously it depends on the club but do they get any say? Do they get to say who they want but not have the final say? Or do they just get told these are who you are getting at some clubs?

Depends if there's a Director of Football or similar role at the club, no?

I know at Leicester the manager usually identifies who is required, scouts go out and identify anyone who fits the bill. Then Jon Rudkin, our Director of Football, manages contract negotiations, probably with manager's input too. We apparently scouted players like Kante and Mahrez for about 1 year before actually signing them; Steve Walsh was the Chief Scout for us and he was brilliant before he left. Apparently Ranieri didn't want Kante but he was persuaded to get him in. 

I don't think it works if the manager doesn't have any say at all. They're the ones who will be working with the players day in, day out. Just seems illogical.
