Manchester's R Rate is lower than London's but has been put in Tier 3, compared to London's Tier 2. It's not surprising in the slightest. Glad Liverpool is (relatively) out of their lockdown and in Tier 2. A breath of fresh air for them no doubt and hopefully shows mass testing has worked?
