The threat being constant is factual especially in the big cities. If London, or a major city wasn't ready and prepared for such events, then well... something would be deeply wrong. All the US major cities and the likes of Paris, Berlin and so on, evidently have plans and procedures to deal with mass causality crime, be it terrorism or not. There definitely is a link between geography and when football decides it cares about innocent people dying but while that is a valid conversation you can't take the moral high ground by "giving them a taste of their own medicine" when it comes to a minute's silence for innocent dead people. A US official here beautifully responding to a question about Saudi Arabia recently and why Iran are the bad guys and Saudi Arabia are the good guys.
