Clickbait propaganda that leaves key details out of articles if they don't suit the agenda. Unlike @RandoEFC I think the answer to your question in the full context of the situation is "probably not", this is a devolved matter being turned into a political point scorer. The central government has promised funds for essential emergency works. Nottingham council asked for the central government to pay for sprinkler systems. This was refused on the grounds that sprinkler systems are regarded as additional not essential. So Nottingham council are going to pay for the sprinklers themselves. This sets a precedent across the entire country which shifts the responsibility of sprinkler systems onto local government. May would only be culpable if the government have been advised by the fire authorities and experts that sprinklers are essential.
