Seems like a very amateurish mistake. It kind of sounds like the media blowing everything out of proportion as usual in order to generate clicks, comments and reactions. That said, RB engineers should have reacted much quicker but then again it was a very unusual situation and they got the worst out of it together with Haas. I personally think both Mercs where going unnecessary slow but then the others could have gone out earlier or overtaken them instead of all of them driving behind at a snail's pace... Really it's just a bit of a mess as every team seemed to let their cars out at the same time and it got chaotic. Nobody's fault in the end.
