Grosjean took out Hülkenberg a couple of races ago, even though Hulk didn't do anything to him. He might not have aimed for Hulk specifically, but went across the track intentionally. Deadlinesman must be fuming, because he hates it when a #2 driver gets his race impeded for the benefit of a #1 driver, even when it didn't happen.
