At 30-40 age groups the rate of healthy people ending up in ICU is higher than blood clot. At 20-30 it is the other way around. At 40-50 healthy people in ICU is a lot greater than blood clot risk.

I don't know if it explicitly says it is because of COVID but it may be. The forecast for 2024 before the pandemic for China was higher than what they now forecast 2024 will be. Forecasts get revised all the time and the closer to the time it is forecasting generally the greater the accuracy.
