I've only seen it in pictures like the one I've posted, but mostly when I look at it I think "doesn't really fit in with other cities in the country" - so I'll give that as a clue

Yeah it looks like a colonial Spanish square. I definitely thought it was Havana or another Spanish colony town. The answer really surprised me, but then again it sort of didn't.

Nah it's not Tehran - but it's the capital of one of the provinces in the country, so that should narrow it down a bit.
