Pots based on latest FIFA rankings, Qatar are in Group A by default as hosts. No two teams from same confederation can be placed in the same group except Europe where two teams from UEFA can be placed in the same group. The problem is new Zealand only have to play a bunch of teams at a very poor standard. Tahiti lost 10.0 to spain a few years ago. For England, I don't really give a shit because I assume we'll be able to make it out of the group.
