As per new directive, teams are only allowed to use different engine modes during formation laps and under safety car during the race. Other than that, they have to use one single mode from the start of the qualifying to the end of the race. 

"The new Technical Directive will require the power unit to be run in the same single mode during qualifying and race."

Will Bottas be penalized because his car ran slower engine settings?

If Mercedes indeed use a different engine mapping on Bottas car today compared to yesterday, then that would be illegal, yes. But I suspect it's rather just Bottas being crap :ph34r:

Mercedes didn't start Bottas with a slower default engine mapping, but thermal management can slow the engine down in order to prevent damage. I wouldn't put it past Mercedes to "trigger" "overheating issues" or set the threshold temperature value arbitrarily high in order to increase reliability and longevity.

For example if Lewis leads the field by more than one minute and there are only 12 laps go to.
