I think it all really is a combination of the money the league got along with what @Devil-Dick Willie mentioned about tax laws and how the punishment for crimes pertaining to tax are a bit stupid out there. When you combine those two together it was only a matter of time before something like this was going to happen. We've seen over history that players get slapped on the wrist with no implications so its not so hard to believe that the people running all of it were also in on the act with a higher degree of corruption.
