Did you miss the start? Several crashes and some damage to the barriers and advertising boards. That's why there's a red flag. Edit: Really poor visibility too. I'm glad there's a red flag. Apparently, the issue was even raised in last week's driver meeting, and it still happened today. The fact that they do not show any replays of it is also ridiculous.
