£27M is virtually nothing in the scheme of a country's budget. It's like you betting two pound on a footy match. They run stories like this one to get you worked up about it and to distract from actual issues and legislation. If my quick maths are right it is 0.0037% of the federal budget.

He does a way better job of it in the thread of explaining what it is than I ever could but boy is it fascinating.
