I've seen terrible incidents in the past where the one that done it swears it wasn't intentional and he looks sincere. Football is frenetic and the passion involved sometimes makes it seem like there was something in it. On the other hand, players can evolve and re-invent the way they do things which for me means that if they learn to do things another way, we eliminate this sort of thing. I'd advocate 10 match bans for deliberate and dangerous tackles that put someone out of action for months at a time. In every game there's always lots of contact with players feet on ankles. Elbows to the face are much worse, especially if caught flush on the face and the impact/consequences on the face/skull can be much more severe.
