Yeah I've seen other decisions in games where they go back quite far for an infringement. It's not even like it was ages before, and if it was debatable. Clearly offside so wouldn't have taken long to check. 

The only thing I can think of is that it's a different phase of play, but that's usually where a linesman would raise his flag once the initial move is over.

I can only assume it was too far back in the move. Had Watkins put the ball in the net with his shot it would have surely been pulled back

Oh definitely. Just given the goal wasn't that long after, thought they would/should have checked it.
