I always washed them with warm water, until I've heard that it's actually not the best thing to do for your skin. And cold water is just as good as getting rid of germs etc. It's more about the right technique and the right amound of soap.

Usually whatever comes out of the tap. 

Also depending on temperature/weather. If it's mega hot here it'll be cold water for sure.

Whatever comes out of the tap, is normally warm, when I worked in my building before I retired our maintenance guy always made sure the water in the building came out of the taps lukewarm as per government building standards but the norm was washing your hands with lukewarm water then if you wanted to rinse it with cold water.

My wife is paranoid about washing your hands so I always make sure the water is warm and when washing my hands I tend to wash with warm water and then use the cold tap in unison.

Its clinically proven that as long as you wash your hands with soap and then water at any reasonable temperature it doesn’t really matter.

Tap On. Wash with soap. Get crevices. Out. The temp of the water gets a bit irrelevant unless you've got some serious grime from working with oil or anything like that.
