It's been talked about at random times about having one but don't think it ever actually has, at least not properly organised. But the Netherlands would be a decent destination as it's just as easy for a Northerner to travel there than down south and viceversa for a Southerner and then of course, members from other European countries would find it easier to go there, especially the Germans. Different culture means you can learn so much about where they're from and ask historical questions about their country. I know you can read-up but you can't beat it via dialogue.
